In the decade of the fifties, Mexico was added to the dynamics of global growth, particularly in the economic development of industry and services coupled with a notable increase in urban population, issues that led to the need for have government institutions according to the new circumstances. This period was known as the Stabilizing Development, whose main architect was the then Secretary of Finance, Antonio Ortiz Mena.
In the fiscal area, the Federal government purpose was to cause the enforcement of tax laws and at the same time avoiding unnecessary inconvenience to taxpayers or unfounded compliments, that last through the technical assistance of certified public accountants appointed by the same taxpayers, for the same taxpayer, it would also allow the Treasury to direct its action against fraudsters that could cause problems of importance for economic development.
