The political differences between members of the board
had split and worn Zitacuaro rebel organization since 1813. To stop the
possible break and the end of the insurgency, Morelos sought the union and
agreement, but the different positions and characters of leaders intolerant
Ignacio Rayon, José Sixto Verduzco and Jose Maria Liceaga, made inevitable
the separation of independence. It was then Morelos, recommended among
others by the city of Oaxaca and Carlos Bustamante, convened a congress at
Chilpancingo for September 8.
