In 1935, a young lawyer called Adolfo López Mateos,
warned that the principle of free basic education, established in the
Constitution, was still fully failed because textbooks were excessively
costly, poor quality and inaccessible to most of the Mexican families.
Little could do school for children if their parents did not have
resources to buy textbooks.
As President of the Republic, Lopez Mateos chose who had been elected
pupil of Jose Vasconcelos to deal with, for the second time, the Ministry of
Public Education: Jaime Torres Bodet, man of letters and books, diplomatic,
Patriot and visionary, conceived the project and invited Martin Luis Guzmán,
another greater stature intellectual to organize and implemented which then
and was called the National Commission of tha books of text Free (CONALITEG)..
