In the early 80's, leaders of social organizations, business, political and religious of the Mexican and Mexican-American residents of the United States, came together to present the Government of Mexico's proposal to create mechanisms to control and gradually eliminate the rates of abuse, extortion, theft, corruption and arrogance and public servants who engaged various entities of government against their countrymen in entering the country.
Therefore, on 6 April 1989 the Federal Executive issued the agreement on the improvement actions be federal public services at the border, since then the actions of the agreement is known as "Program " Men of the same Contry ".
