In 1959, the president Adolfo López Mateos submitted to Congress the bill that would create the Institute of Security and Social Services for State Workers, which was published in the Official Gazette on December 30 1959.
The 1SSSTE it was formed in Mexico as the first institution to respond to a comprehensive vision of social security, covering both health care, as social benefits, cultural and economic benefits of which are extended to the families of workers.
In 1960, the ISSSTE harbored at 130 thousand workers, 12 thousand and 346 thousand pensioners family, a total of 488 thousand heirs benefit from the 14 performance that marked this Act
To perform its functions, the Institute acquired private hospitals in August 1960 and construction began on the first three clinics in Mexico City and bought Fajer Hospital, which became the Hospital 20 de November.
