The International Telecommunication Union (ITU) was established as the International Telegraph Union, on May 17, 1865 during the international theological conference held in Paris France. At that conference participants twenty European countries formed the first International Telegraph Convention and the first International Telegraph Regulations, which aimed to properly implement a series of agreements between the signatory governments to achieve their telegraph networks interconnect by wires coppless linens.
